In their report, inspectors noted: "Instability within the staff team, including frequent changes in staff and leadership, contributes to significant weaknesses across the nursery. Although enough staff are present and children are, generally, supervised appropriately, poor deployment affects the consistency of care. Staff move rooms frequently."
